HERO Engineering & Construction, LLC is a Texas-based civil engineering firm operating with a platform mindset. We deliver permit-ready, defensible, PE-led, agency-ready engineering today — hydrology, hydraulic modeling, flood-risk analysis, FEMA permitting, and on-call support — while building the data and decision-support layer that will make that work faster, more transparent, and easier to defend in the years ahead.

Our practice is founder-led. Every engagement is supervised by a PhD-level engineer with two decades of public-sector experience, and every deliverable is built to withstand the same scrutiny we apply to our own work. Where we use AI, GeoAI, or digital-twin techniques, we deploy them for measurable outcomes — not as marketing claims.

Dr. Seoyoung Kim brings 20+ years of personal experience across more than 60 projects spanning the private sector, public agencies, and advanced academic research. As a PhD-level civil and water resources engineer, he combines rigorous technical expertise with practical field experience to deliver reliable, policy-aligned solutions for complex infrastructure and flood-risk challenges. His work integrates hydrologic and hydraulic modeling, LiDAR analysis, and GIS-based decision-making to produce clear, data-driven outcomes for municipalities and clients. He is currently leading the integration of AI-driven technologies into water resources engineering — advancing the field toward more intelligent, efficient, and scalable solutions.
