Reinventing El Paso Drainage Permits: Integrating FEMA & 2D BLE Models
The presentation explored a practical approach to drainage permitting and flood-risk analysis by integrating:
- FEMA Effective floodplain information
- 2018 Base Level Engineering (BLE) models
- 2D HEC-RAS Rain-on-Mesh modeling
- Atlas 14 rainfall data
- LOMR and floodplain compliance requirements
The session demonstrated how advanced hydraulic modeling can be incorporated into real-world permitting workflows to improve flood-risk assessments, strengthen regulatory compliance, and reduce potential project delays.
The broader objective is simple: use better flood-risk information to support better engineering and development decisions.
